I am pretty sure he is 17 because they do have strict procedures for these under 19 tourneys... but in the end a little money under the table can fix that LOL...

He has been picked for the U19 Squad so he must be Under 19. ICC is very stricked on the U19 tournaments and tests all players to make sure they are actually under 19.

From my experience of living in Pakistan, people look older than they actually are. My brother looks older than me...everybody says that but he is actually three years younger than me. I started shaving when I was 18...he did when he was 15.
