Islamic law in parts of the northwest by Talibans

Pakistani officials on Sunday hammered out a peace deal with a Taliban-linked group that could lead to the enforcement of elements of Islamic law in parts of the northwest, prompting militants in the blood-soaked Swat Valley to declare a 10-day cease-fire as a goodwill gesture.


The agreement, expected to be formally announced Monday, could re-spark U.S. criticism that Pakistan's truces with insurgents merely gives them time to regroup. Although several of its past deals failed, Pakistan says force alone cannot defeat al-Qaida and Taliban fighters sowing havoc in its northwest and attacking U.S. troops in neighboring Afghanistan.
Swat is a former tourist haven that has fallen under heavy militant sway despite a lengthy army offensive. Regaining Swat is a major test for Pakistan's shaky civilian leadership. Unlike the semiautonomous tribal regions where al-Qaida and Taliban have long thrived, the valley is supposed to fall fully under government control.
Provincial government leaders confirmed they were talking to a pro-Taliban group about ways to impose Islamic judicial practices in the Malakand division, which includes Swat. Taliban spokesman Muslim Khan said the militants would adhere to any deal reached with the group if Islamic law was actually implemented in the region.
Khan announced the militants had freed a Chinese engineer held captive for nearly six months as a positive gesture. Long Xiaowei — who was kidnapped in August — was freed Saturday, days before a planned visit to China by Pakistani President Asif Ali Zardari.
Khan also announced the 10-day cease-fire.
"We reserve the right to retaliate if we are fired upon," he said. "Once Islamic law is imposed there will be no problems in Swat. The Taliban will lay down their arms."
But provincial law minister Arshad Abdullah said the agreement would require the pro-Taliban group to convince the militants to first give up violence. Then, existing laws governing the justice system can be amended or enforced, he said.
"Our agreement is conditioned with peace," Abdullah said. "They have to succumb to law. They have to put down their arms."
The agreement was reminiscent of past deals that required militants to stop fighting, but which eventually unraveled amid militant complaints that the government was not meeting their demands.
The pro-Taliban group — known as the Tehrik Nifaz-e-Shariat Mohammedi, or the Movement for the Enforcement of Islamic Law — is led by Sufi Muhammad, who Pakistan freed from custody last year after he renounced violence.
Muhammad is the father-in-law of Maulana Fazlullah, the leader of the Swat Taliban. Muhammad, who has long agitated for Islamic law in the region, said that after the formal announcement he will go to Swat and ask Fazlullah and his men to lay down their arms.
Pakistan has tried to avoid negotiating directly with militants, often using tribal elders as intermediaries. The new talks revolve around some 22 points, said Mian Iftikhar Hussain, information minister for North West Frontier Province.
Although agreeing to an Islamic judicial system is a concession to the insurgents, it is also a long-standing demand of many civilians in the conservative region who are dissatisfied with the inefficient secular justice system.
But how exactly the government is willing to define Islamic law remains to be seen. A similar deal reached last year was supposed to let religious scholars advise judges in the courts. Hussain said that agreement encountered obstacles.
The Swat Taliban's version of Islamic law is especially harsh. They have declared a ban on female education, forced women to stay mostly indoors and clamped down on many forms of entertainment.
Hussain noted that the Swat Taliban had responded well to the talks and hoped that it would lead to an end to violence in the region, but he warned that if "someone does not agree and does not adopt the way of dialogue, the government would be compelled to used force to establish its authority." A broad peace deal reached last year with Fazlullah's militants effectively collapsed within a few months, and Pakistani security officials blame that agreement for the militants' gains in Swat since.
Pakistan Foreign Minister Shah Mahmood Qureshi deflected concerns about a negative U.S. reaction to the talks, insisting the country was reaching out to peaceful groups.
"We are not compromising with militants, instead trying to isolate the militants, and for that I do not think America will have any objection," he said.
A string of attacks on foreigners has underscored the overall deteriorating security in the nuclear-armed country.
U.N. officials said Sunday they were still trying to establish contact with the kidnappers of one of their American employees seized Feb. 2 in the southwest city of Quetta. On Friday, the kidnappers of John Solecki threatened to kill him within 72 hours and issued a 20-second video of the blindfolded captive.
It was unclear exactly when the deadline would expire, and U.N. officials said Sunday they were still trying to establish contact with the kidnappers, who identify themselves as the previously unknown Baluchistan Liberation United Front. The name indicates the group is more likely linked to separatists than to Islamists.

By end, I meant enforcing shariat. I do support courts where justice is served quickly and less-painfully. The international media, will of course, say that these are islamic courts and try to ridicule the government by compromising with the "extremists", but the fact of the matter is, that these courts will serve justice quicker than the current judicial system in Swat. But, what the TTP-Swat was doing was not in accordance to any "Islamic law" or rulings in Islam. That is not what Prophet Muhammad (saw) would have done or ordered "muslims" to do. They were barbaric.

ISLAMABAD: The Bajaur chapter of the Tanzim Nifaz-e-Shariat-e-Mohammadi (TNSM) on Sunday demanded immediate implementation of the Shariah in the troubled Bajaur Agency and in return assured the government of its cooperation to establish complete writ of the state, demanding the Army to stay in the region till reconstruction work was completed.

TNSM Bajaur chief Dr Ismail Muhammadi made this demand while reacting to the finalisation of a five-point agreement for enforcement of Shariah in the Malakand division after successful talks between the NWFP government and TNSM chief Maulana Sufi Muhammad.

“We assure the government of complete cooperation for a lasting peace and for establishing writ of the state in the troubled agency if people’s demand of enforcement of Shariah is met,” said Dr Ilyas, son of Dr Ismail Muhammadi, while talking to The News from the Bajaur Agency via telephone.

“After people’s major demand of the enforcement of Shariah is met, the restoration of peace and purging the area of miscreants will become easier and the TNSM will be in a position to help establish writ of the government,” he said.

Dr Ilyas, who recently completed his house job after obtaining MBBS degree and is now also working as spokesman for his father, said the TNSM Bajaur chapter is ready to assume the responsibility of restoring peace in the restive tribal agency after enforcement of Shariah. He said the TNSM activists would fully help the security agencies in establishing writ of the government and flushing out troublemakers.

“Implementation of Shariah in the Bajaur Agency is the best way to defeat terrorism and deal with the miscreants,” the spokesman for the TNSM Bajaur chapter said. “Army is our national asset and we want it to stay in the region till completion of reconstruction work in the area because the recent strife brought large scale destruction to the agency,” he said.

The government had launched military operation in the Bajaur Agency in August last year, which led to the killing of hundreds of people, both militants and civilians, while hundreds of thousands were displaced from the tiny tribal agency home to 600,000 people.

Now, I dont know much about TNSM, but if they can help bring peace to these troubled areas, and support the government, I am all for it. I believe this has come as something to look forward to in the coming few months and see how this plays out. Insha Allah, soon enough, we will have peace in these areas, or maybe I am just being a little too optimistic.
But I guess on the other side, 'Maulana' Fazlullah is the son-in-law of Sufi Mohammad, and that is kinda scary. If girls schools are going to be abolished from these areas, and all the barbaric acts the TTP have been doing is going to continue, then I guess we will have more problems to worry about

It is indeed a positive development no matter how international media reports it, the fact remains SWAT has lived under Shariah before upto 1969 I guess and it was pretty successful. They weren't happy with the present system so they wanted to go back to their old system and fair enough if they want it let it be you cannot dictate people and in this case it is not what Taliban wanted its the locals of Swat. Taliban might have tried to take advantage of the whole situation but still the demand was always of locals and its even before the so called talibanization of the whole area.

And I don't know its gonna spread to other parts of the country may be some areas of NWFP, remote areas. Its not coming to urban Pakistan.

swat wants shariah, well, then give them shariah. if it works for them, nothing wrong in that. the whole world will think Pakistani govt is losing its grip but there is no easy solution. we'll loose our swat valley tourism of the past though.

yess...swat had shariah till 1973 if im not wrong...and then the government under took it..since then these movements were going on to get the shariah back...i really dont c any problem with it, this should bring back peace in the region.

The capital of NWFP, peshawar, is getting worse from and order perspective. I guess we need to pay attentiont to the law and order of the whole country rather than the tribal areas.
