The video is absolute bullshit..
Go to 5.30 in the video, where he talks about it being the first time in history there was no formal institution of collecting money and then ensuring it was distributed to various categories of people..
That's horseshit.

You can read about Trajan the Roman emperor who very much had social security programs and child benefits.
