Muslims like any other followers of any other religion come up with questions regarding their daily life. For muslims it's a mufti who has to look into Quran and sunnah etc. to find a verdict.
Like the question, is Smoking allowed? allowed only means Halal or Haram (not allowed) These are the terms used in the shariah, hence they have to use these terms when they give a verdict about any issue. Any islamic scholar just can't say oh this is wrong this is right from their own whims and wishes. Since we are muslims, we believe in Quran as the ultimate truth a book with guidance and sunnah to explain further subjects that weren't discussed in length in Quran. Any scholar or the imams that have gone before believe the truth lies in Quran so they look through injunctions in Quran and sunnah and try to come up with an answers for the followers who are ask about their problems.
Everything for a muslim is allowed that is the default, unless you find something within QUran that prohibits like in the case of Pig you cant eat and you find the source in Quran.
I hope i tried to answer some questions..i am not really articulate or have in depth knowledge..but i am trying..and i am sure people have tons of questions afterwards..
